Idox develops National Planning e-Consultation Cloud
- Published: 17 May 2011
Idox, the leading solutions provider to local government for core functions relating to land, people and property, is investing in developing a new national e-consultation cloud that will allow all planning process stakeholders to complete both their internal and external consultations online.
The new Consultee Cloud will fill the void left by the closure of the Government's e-consultation hub last December after the Department for Communities and Local Government decided that this project had failed to demonstrate value for money.
Idox's new national Consultee Cloud will notify consultees of relevant planning applications, allow the viewing of application details and associated documents and the creation of a response to the planning application including comments and the provision for an attachment - all returned electronically to the local planning authority.
The new Consultee Cloud (www.consulteecloud.com) will be launched in June and go fully live in September. Idox is confident of its ability to deliver a successful national cloud portal because of its extensive existing relationships with local planning authorities. More than 250 planning departments already use Idox software and around 100 local authorities already use Idox Consultee Access software which speeds up and simplifies the local authority planning consultation process, integrates with Idox Public Access and back-office planning products and which provides an effective engagement channel between the regulatory function and those having an official interest in development and the environment.
Idox has presented its vision for electronic consultation to all of the larger statutory consultees and is holding advanced discussions with several, expected to be announced soon, who have agreed to take part in beta testing of the Consultee Cloud in late May, to ensure the smooth operation of the technology behind its almost instant electronic access. The Consultee Cloud will be capable of full integration with all council's back-office systems by September this year, at which point Idox will further extend the system to integrate directly into consultee back-office systems, thus completing the full automation of the process.
Nick Evans, Head of Planning at Sport England said:
"We are looking forward to being one of the first statutory consultees to be fully connected to Local Planning Authorities (LPA) using the new Idox Consultee Cloud, particularly the ability to import data from the portal directly into Sport England system. We believe that the portal's automation will help deliver a more effective service, improving communications with LPAs as well as helping to secure significant savings and efficiencies for us."
Commenting on the new development Richard Kellett-Clarke, Idox Chief Executive Officer, said:
"Planning is our core business and we believe we had a duty to our customers to take up the baton left by the closure of the planning portal consultee hub in December last year. We are convinced there are significant business efficiencies and savings to be gained from providing an automated consultation solution when compared with manual or relatively basic electronic processes currently operated by many stakeholders. The myriad of different approaches to consultations can make life very difficult, especially for the smaller consultees. We are committed to taking the project forward, encouraging further take-up to the Consultee Cloud and to working with both local authorities and consultees to deliver the full benefits of e-planning. We have had very constructive conversations with all of the major consultee stakeholders and we expect to be able to make further significant announcements within the next few weeks."
